- ➤ Attorney General Ken Paxton has challenged the NRC plan to build an above-ground nuclear waste facility in Andrews because he says it breaks federal law and may hurt the local environment and economy—local groups fear that weekly rail shipments for 40 years could shut down nearby areas including Midland.
